ATA FILES COMMENTS WITH PHMSA: RISKS REMAIN IN REVERSE LOGISTICS RULE

On Nov. 10, 2014, ATA filed comments responding to a proposal by the Pipeline and Hazardous Materials Safety Administration (PHMSA) to adopt regulations excepting from the Hazardous Materials Regulations the transportation of certain consumer products from a retailer back to a distributor or manufacturer. The rule would concentrate all the personal safety risks and financial liabilities on truck drivers and on motor carriers without providing safe or effective regulatory relief for shipments of reverse logistics. ATA supports easing the transportation of reverse logistics for hazardous materials, but cannot support the rule as proposed.
